The Secretary for Transport and Housing (STH), Professor Anthony Cheung Bing-leung inspected the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Boundary Crossing Facilities and the Hong Kong Link Road projects in the afternoon of 9 February 2017

The Secretary for Transport and Housing (STH), Professor Anthony Cheung Bing-leung, accompanied by the Under Secretary for Transport and Housing and Director of Highways, inspected the Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Boundary Crossing Facilities and the Hong Kong Link Road projects in the afternoon of 9 February 2017, and having briefed on the works progress by the Project Manager of the HZMB HK Project Management Office, spoke to the media.

Connection Ceremony of the HZMB HKLR with the Main Bridge in January 2017

Following completion of the 1.8km long land viaduct structure on 4 August 2016, the Hong Kong Link Road project has reached another significant milestone of connecting the 5.2km long marine viaduct at Western Waters with the Hong Kong-Zhuhai-Macao Bridge Main Bridge on 23 January 2017.

The last 75m span next to the HKSAR Boundary connecting with the HZMB Main Bridge has a total of 20 nos. of precast deck segments for each traffic bound. It was constructed by two different construction methods. The precast deck segments of half of the said span was erected using a balanced cantilever segmental construction method by a launching girder. For the remaining half span, a temporary platform supported by 16 nos. of temporary piles was constructed to support the precast deck segments putting in place by the launching girder and stressing together to form a continuous span to connect to the Main Bridge.

This connection not only symbolizes a closer tie between Mainland and Hong Kong hereafter, but also concludes the completion of the Hong Kong Link Road marine viaduct at Western Waters, leaving only a few spans within the Airport Channel which will be completed shortly.

Breakthrough of the Box Jacking Section of HKLR Scenic Hill Tunnel under the Airport Express Line in December 2016

The Box Jacking Section of Scenic Hill Tunnel (Zhuhai Bound), being the last one in the HKLR tunnel sections, was broken through on 24 December 2016. The HK Bound was broken through on 22 September 2016.

The last tunnel section of the HKLR is constructed by an unprecedented Box Jacking method to passing underneath the existing essential and highly sensitive Airport Express Line. Extremely hard rock was encountered at the start of this Zhuhai Bound tunnel excavation. The progress of works was seriously affected. In order to speed up the progress of excavation and to create more excavation faces for Box Jacking, we decided to construct a smaller diameter pilot tunnel from the opposite end in September 2016. The adoption of pilot tunnel construction was proved to be successful. We had overcome the hard rock and broke through the pilot tunnel on 24 December 2016, signifying the breakthrough of the whole HKLR tunnel construction.

Completion of casting of all precast bridge deck segments of HKLR viaduct in December 2016

Casting of all 5,714 segments of precast bridge deck of HKLR viaduct (with segment height ranging from 4m to 10m and weight from 75 tonnes to 225 tonnes) was completed on 12 December 2016.

On 23 September 2016, Highways Department in collaboration with the contractors of Hong Kong – Zhuhai – Macao Bridge Hong Kong Boundary Crossing Facilities including China Harbour Engineering Company Limited, Leighton – Chun Wo Joint Venture, China State Construction Engineering (Hong Kong) Limited, JSI‐AUTOTOLL JV, ATAL Technologies Limited, Rapiscan Systems Pte Ltd, as well as the Consultants supervising the construction works including Ove Arup & Partners Hong Kong Limited and AECOM Asia Company Limited, organized the “Joint Safety Charter Signing Ceremony” with an aim to demonstrate our commitments and determination towards a high standard of safety.

Contract Signing Ceremony for Hong Kong‐Zhuhai‐Macao Bridge (HZMB) Hong Kong Boundary Crossing Facilities (HKBCF) – Remaining Ancillary Buildings and Facilities

The Highways Department signed a works contract with Leighton – Chun Wo Joint Venture on 17 March 2016. The works mainly include the construction of the remaining ancillary buildings and facilities, the associated civil engineering works and landscape works, and supply, and installation of specialized equipment, etc. for Hong Kong‐Zhuhai‐Macao Bridge Hong Kong Boundary Crossing Facilities.

The Legislative Council Finance Committee approved the increase of funding for construction of theHong Kong – Zhuhai – Macao Bridge Hong Kong Boundary Crossing Facilities

Legislative Council Finance Committee approved the increase of Approved Project Estimate of PWP Item No. 6845TH “Hong Kong – Zhuhai – Macao Bridge Hong Kong Boundary Crossing Facilities‐ Reclamation and Superstructures” from $30,433.90 million to $35,895.00 million (in MOD prices) on 30 January 2016 for its construction.

Contract Signing Ceremony for Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Boundary Crossing Facilities (HKBCF) - Automatic Vehicle Clearance Support System (AVCSS)

The Highways Department signed a works contract with ATAL Technologies Limited (ATAL) on 21 September 2015 appointing ATAL as the Contractor to construct the AVCSS for HKBCF. The system mainly consists of central servers, network communication systems, clearance control workstations, license plate number recognition devices, vehicle tracking systems, control consoles, vehicle capturing cameras, LED display boards, etc.
