Tuen Mun - Chek Lap Kok Link
The TM-CLKL comprises a 9 km long dual 2-lane carriageway between Tuen Mun South and North Lantau, and is divided into two major sections: Southern Connection and Northern Connection.
Southern Connection will connect NLH at Tai Ho and the Hong Kong Port via land viaducts of about 1.9 km long and sea viaducts of 1.6 km long while Northern Connection will link the Hong Kong Port and Tuen Mun Area 40 by a sub-sea tunnel of about 5 km long crossing the Urmston Road (please visit Project Uniqueness page for more details) and daylighting at a 16.5 ha reclamation just east of Tuen Mun River Trade Terminal. The alignment then runs on elevated structure over Lung Mun Road, through the toll plaza in Tuen Mun Area 46, and finally connects Lung Mun Road and Lung Fu Road near Butterfly Beach via slip roads and a roundabout.
In view of the mega scale of the project involving complex technical problem including tunnel boring below sea bed, close proximity to the HKIA, construction over important navigation channel, strategic road and railway, etc., various challenges and risks will be encountered during the implementation of the works.

The Tuen Mun-Chek Lap Kok Link comprises the Southern Connection and Northern Connection. The mainline of the Southern Connection, i.e. the section between the Hong Kong Port and the North Lantau Highway (NLH) (urban bound), was opened to the public on 24 October 2018 to tally with the commissioning of the Hong Kong-Zhuhai-Macao Bridge, whereas the Tung Chung bound section connecting NLH was also opened on 30 November 2018. For the Northern Connection, it is anticipated to be completed in 2020 at the earliest.
The Legislative Council Finance Committee has approved a funding of $1,909.6 million (in MOD prices) for detailed design, site investigation and advance works of the TM-CLKL, and a funding of $44,798.4 million (in MOD prices) for construction works.
We gazetted the Draft Chek Lap Kok Outline Zoning Plan under the “Town Planning Ordinance” (Press Releases and G.N. 3600) on 12 June 2009 and gazetted the proposed road works for TM-CLKL under the “Roads (Works, Use and Compensation) Ordinance” (Press Releases and G.N. 5157) on 21 August 2009.
The Environmental Protection Department approved the environmental impact assessment report of the TM-CLKL project on 23 October 2009 and issued the Environmental Permit on 4 November 2009.
The Chief Executive in Council approved the Draft Chek Lap Kok Outline Zoning Plan under the “Town Planning Ordinance” on 18 October 2011 and authorised the road works of the TM-CLKL without modification under the “Roads (Works, Use and Compensation) Ordinance”.
The LegCo Finance Committee approved the funding for the detailed design, site investigation and advance works on 18 November 2011 and the funding for the construction works on 7 June 2013.
The detailed design of TM-CLKL commenced in November 2011.
Ground Investigation Works for the TM-CLKL (Contract No. HY/2012/04) was awarded on 21 May 2012 and completed on 30 November 2013.
TM-CLKL – Southern Connection Viaduct Section (Contract No. HY/2012/07) was awarded on 13 June 2013 and opened to public in the fourth quarter of 2018.
TM-CLKL – Northern Connection Sub-sea Tunnel Section (Contract No. HY/2012/08) was awarded on 26 July 2013 and commenced on 5 August 2013.
TM-CLKL – Northern Connection Toll Plaza and Associated Works (Contract No. HY/2013/12) was awarded on 14 July 2014 and commenced on 21 July 2014.
TM-CLKL – Northern Connection Tunnel Buildings, Electrical and Mechanical Works (Contract No. HY/2017/10) was awarded on 24 April 2018 and commenced on 7 May 2018.
TM-CLKL – Northern Connection Traffic Control and Surveillance System (Contract No. HY/2014/10) was awarded on 14 May 2018 and commenced on 28 May 2018.
The mainline of the Southern Connection, i.e. the section between the Hong Kong Port and the North Lantau Highway (NLH) (urban bound) was opened to the public on 24 October 2018 to tally with the commissioning of the Hong Kong-Zhuhai-Macao Bridge, whereas the Tung Chung bound section connecting NLH was also opened on 30 November 2018.
As for the Northern Connection, the sub-sea tunnel section excavated by the tunnel boring machines has been completed in early 2019, and the cut-and-cover tunnel has also been completed with last pour of concrete on site in late 2019, marking the completion of the Northern Connection tunnel section. The structural works of all ancillary buildings have also been completed in 2019. The remaining works being carried out include indoor fitting-out works and building services works of ancillary buildings, road surfacing works and electrical and mechanical works inside the tunnel, as well as the installation works of Traffic Control and Surveillance System.
